Day One – Thursday, August 10

Speaker – Colin May, M.S., CFE, 3CE, INCI is the Assistant Director of Strategy and Training for the HUD OIG Office of Investigation. He joined HUD OIG in January 2021 after serving as a Bankruptcy Auditor with the Office of the United States Trustee, U.S. Department of Justice.

Prior to joining the U.S. Trustee Program, Colin was a Special Agent with the U.S. Department of Commerce, Office of Export Enforcement (OEE). He began in 2010, stationed at Headquarters in Washington, D.C. and was also assigned to the Washington Field Office, leading a major investigation into a transnational organized crime and terrorism support network.

Colin began his career as a Special Agent with the U.S. Department of Defense, conducting financial investigations and working on sensitive national security matters. He has received awards for his investigative work from the Director of National Intelligence, the U.S. Attorney for the District of Columbia, two Bronze Medals and the Gold Medal from the Secretary of Commerce.

He has a bachelor’s degree from Siena College, a master’s degree from Stevenson University, a graduate certificate in forensic accounting from Northeastern University, a graduate certificate in leadership studies at the University of Southern Maine, and a graduate certificate in Strategic Communications at Purdue University.

A frequent writer and speaker, Colin’s articles have appeared in the FBI Law Enforcement Bulletin, Security Management, Police Chief Magazine, Fraud Magazine, Fraud Examiner, and the Journal of Public Inquiry. He has been on the faculty of the National Cryptologic School, the National Advocacy Center, and Stevenson University.

Day One Topics

1             Offshore Money Laundering

This presentation will cover the most complex ways of moving funds offshore to foreign locations, bank accounts, and entities. Moving money to offshore locations is a common form of disguising the source, origin, destination, or purpose of fraud schemes, money laundering, terrorist financing, and complex tax evasion schemes. Using actual case examples culled from court records and public information, this presentation will provide analysts and investigators with red flags and indicators, as well as potential sources of information, in these complex and fascinating investigations.

Learning Objectives

At the end of the presentation, the participant will be able to:

  • Identify how criminals and fraudsters move money, funds, and assets to offshore locations to avoid confiscation or detection;
  • Apply the investigative strategies to foreign financial investigations and asset recovery;
  • Identify how offshore trusts, shell companies, and other entities are utilized to conceal funds;
  • Apply case studies to scenarios for investigating complex foreign financial cases.

2             Conflict Corruption

Conflicts of Interest (COI) and corruption investigations are some of the most unique, challenging, and sensitive investigations that a Certified Fraud Examiner, State Regulator, or Office of Inspector General (OIG) can undertake. Pursuing these cases in an objective, ethically sound manner requires significant attention to detail, to the case law, and the ethical standards of our profession. This interactive session will present a framework to break down various aspects of a corruption and COIs case for investigators who are reviewing allegations and auditors who are conducting reviews to identify potential red flags.  The session will also provide tools, resources, and case studies to help illustrate the principles of COI investigations and enhance the confidence for all CFEs to identify, detect, prevent, and investigate these cases. The course session will also discuss some of the ethical issues, traps, and pitfalls that can hinder a CFE’s professional standing.

Learning Objectives:

  1. Identify and define “conflict-of-interest” according to various legal, operational, and professional definitions.
  2. Classify the five major components of the P.R.I.C.E framework as they relate to conflict-of-interest.
  3. Examine each component of the P.R.I.C.E framework and connect it to various stages of investigating allegations of conflict-of-interest.
  4. Apply the P.R.I.C.E framework using a series of public official COI and non-profit grantee case studies.
  5. Discuss the ethical issues associated with corruption and conflict of interest investigations.

3             Ethics 2 hrs

 

Day Two – Friday, August 11

Speaker(s) – A panel of 5 Internal Revenue Service Special Agents

AM Session: 4 –  1 hour sessions.  Topics covered by subject matter experts are below and each presentation will be followed by a Q&A session:

  • Testifying in court – What happens in a courtroom and how to prepare when you have to testify.
  • Digital Investigations – Types of cryptocurrencies, tips and tools for investigating digital currency transactions.
  • Employment Tax and Tax Schemes – Current tax avoidance schemes and how the IRS Criminal Investigators investigate these schemes.
  • Bank Secrecy Act – What happens after BSA forms are filed and tips for filling out BSA forms.

Afternoon Session – 4 Hours – Citizen Academy

  • Special Agents will lead participants in a four-hour practical exercise on financial fraud investigations, documentation and analysis.
